Cel animation is a hand drawn animation, you use a light box with some plastic sheets over it with drawings on it, the finished cels are gave to a photographer, he then photographs the background and their matching cells in relation to the creators instructions.
Advantages of this technique is that you can make animations easily and have several layers to your animations so mistakes could be easily undone, the disadvantages of this technique are that it may takes some time to complete as well as the amount of cels you need to use for a full animation.
